Err, we are a small country with about 8 schools playing rugby, and the current setup made us the number 1 ranked side in the world, and put us in with a great chance of winning the world cup. They’ve also played brilliant rugby, been generally likeable, and represent the whole island.
I’m not sure you need to point any fingers.

Sure there’s more GAA clubs in Cork than rugby clubs in the whole of Ireland. Hasn’t been much use to Cork of late*.

*But they’re coming like a train in the hurling. Soon.

That Will Addison fella is back for Ulster tomorrow at fullback after 2 years out. If he is as good as he was, I’d say he could make an Ireland squad. Ulster could do worse than try him at 10.
