Correct. Jacksonville, Detroit, Bucs, Jets, Bengals the list goes on. There is a fallacy that the NFL is equal every new year because of the draft system. Its a nice theory but in practise the truth is that the system as it is structured only serves to make the well managed franchises better while the shit franchises will always only get worse
How do you fix it?
Set a limit of 5 years for front offices.
And when the 5 years are up you can’t go back for 10 years. If you move on to a new team you have to move to a non-playoff team.
Makes dynasties effectively impossible.
