It is a country, in the united kingdom
you cant make up countries mate - you either are recognized by the UN or you have engaged in a legitimate freedom struggle

England hasn’t got its own government or national assembly, you were using these as defining features earlier. England is not a country.
Wales is a province
The government of the UK sits in England. There is no need for local governance.

Is Limerick a separate country to Ireland. Seems you can live there and not be tax resident in Ireland.
