If he had made the move a few years back he would probably have been able to get in with a solid mid-table EPL side.
You can understand his apprehension however. Italian players often have difficulty coming to terms with the pace of the English game.

Rodgers has now confirmed that Liverpool want Clint Dempsey. Can’t say that I am blown away by this potential signing but I guess an 8th place finish in the EPL doesn’t attract the very best.

Dempsey would probably be a better signing than any signing Liverpool have made in about 2+ years.
Dempsey is a very good player. Plays well in many formations, scores goals, creates, athletic, aggressive. A lot of fine qualities. Paul Doyle had a good article on him in the guardian

Allen, who is away with Team GB at the Olympics, is thought to be keen on a move to Liverpool to be reunited with Rodgers.
Swansea are reluctant to lose the midfield schemer, but know they will not be able to resist a big-money offer for Allen.
Allen is thought to have a release clause in his contract and Liverpool are believed to be ready to match the £15million fee to land the Wales international.
Swansea are already looking at possible replacements for Allen with Spanish midfielder Michu poised to make the switch to the Liberty Stadium.
Rodgers is keen to get a move for Allen wrapped up as soon as possible as he looks to add the midfielder to the signing of Fabio Borini.
Would that signal the end of any Dempsey deal?
I’d doubt it. Dempsey would probably play further forward.
