In relative terms Blackburn spent big. Leicester and Liverpool are the outliers where the champions had minimal resources in comparison to their competitors. Leicester were unable to maintain being competitive as their best players wanted to leave for clubs that finished behind them. Liverpool were lucky to keep their best players and remain competitive.
