Sure Blackburn and Leicester spent a fraction of what Liverpool spent and won the sane amount of top flight titles since 1990.
History is written by the winners. No gives a fuck how well second place did.
They have no problem spending money but they have a strict policy of avoiding bidding wars
In relative terms Blackburn spent big. Leicester and Liverpool are the outliers where the champions had minimal resources in comparison to their competitors. Leicester were unable to maintain being competitive as their best players wanted to leave for clubs that finished behind them. Liverpool were lucky to keep their best players and remain competitive.

Coach Klopp is all thatâs kept the EPL competitive last few years. Heâs done an amazing job versus the unlimited resources of Abu Dhabi
