The Cowboys due to their history and success in multiple decades have a huge following across the country due to being a prime time team. Like there are as many states if not more wothout an NFL team as there is with them - the cowboys gobbled up these fans
Thereās an excellent book called the Ten Gallon War (you can probably only ship it via the U.S. Amazon store) which details the war between the Cowboys and the Dallas Texans (now Kansas City Chiefs) in terms of the overall AFL vs. NFL conflict of the 1960s. Boys will be Boys will also give you a sense of it in the Jerry Jones era. Thereās a few reasons;
Tex Schraum knew marketing and branding, they were the first to do cheerleaders. Dallas Stadium was iconic at the time with the roof. The star was also iconic
Roger Staubach was an American hero (he also played at Navy in the time the Army- Navy game was one of the biggest American sporting games) played the game in a unique way
Sustained success meant they were on tv all the time in the 60s and 70s which gave them an appeal in cities with no teams when colour tv was just starting. So the branding and timing was key- even if you moved into the 1990s they were also fortunate to get good again just as Fox launched and built their whole network around the NFL. ESPN was also growing quickly- that was the era of more wall to wall consumption but still less audience fragmation
they cornered the Texas market really, smartly moving training camp to San Antonio etc.
further to the above, the overall strength of college football in Texas meant it was deemed hard to set up new teams there. The old South Western Conference was full of Texas schools and brands. They played on Saturdays though. So whilst there was some brand saturation there was also an opening on Sundays- isnāt a clamour for somewhere like Austin to get a team because they already have the Longhorns but also because the Cowboys successfully planted their flag all over the States
they did things like be the first to broadcast games with Spanish announcers, cornering the Latino market
Jerry Jones continued that push for innovation - even something like AT&T Stadium was other worldly when built and every other franchise has been chasing them
