Was there not a Rule brought about saying only the Manager could stand on the sideline?

It may depend on what facilities are in grounds. The team dug out there is on the sideline. Other dug outs are behind the perimeter fence. I too would have thought only the manager and the “runner” were allowed on sideline, but I dont know if there is an exact rule for it.
