How similar in scenario would this be to the apartment blocks in Dublin that were thrown up and in complete breach of fire rules and have massive water ingress issues? Most of the bills for those have had to be paid for by the owners who bought them assuming everything was ok. Most of the contractors who built them went to the wall during the crash so there was feck all the owners could do.

Thereās a multitude of wrongs in there but they are certainly not all belonging to the builders. Developers, contractors, suppliers, certifiers , quality assurance, whether it be home bond or the designers. All partially responsible somewhere along the way.
The biggest issue in Donegal is that Cassidy were mixing concrete with every kind of shit to try and save on costs.
The building sector were not regulated adequately by the State and, hence, this went unnoticed and, it would appear, a legal action against the owners of the company would take years to be heard and would likely be so wrought up in technicalities that a ruling would be nearly impossible to come to.
The best comparison I can come up with is having your car wrote off by an uninsured motorist who has no way of paying the bill. In that case the MIB steps in and foots the bill with monies paid in by insurance companies. The difference in this instance is that the owners have new companies and are being awarded contract by Donegal County Council with these companies. Hence the #BoycottCassidys logos appearing.
A Government Redress scheme would be like the State/taxpayer bailing out Cassidyās in the same way that they bailed out the banks during the financial crisis.
Earlier query from @Little_Lord_Fauntleroy re: millionaires. Thereās a stipulation that the house that has MICA must be the primary residence of the applicant to the redress scheme so that might sort out that issue, also if theyāre a tax exile Iād imagine that they can have a primary residence in Ireland.
@croppy_boy needs to change his attitude here, demanding 100% redress is a little much, if 100% redress is to be given then id prefer if he asked us sheepishly

If this is what youāre referring to then I donāt think that you can expect someone to foot the bill for something like this. They agreed to pay a price for something and it was not provided in a working condition.
If this is their primary residence I donāt think thereās any other way around it.
Do you think that the redress scheme should be means tested to see if the owner of the primary residence is in a position to pay and extra mortgage on a house that they might already have been paying off for the last 20 years?

No I think this is a shitty situation. When everything is considered itās easy to see that the main fault lies with the company that supplied the building blocks while there is also a question to be answered by the state in relation to the lack on regulation over the sector.
I donāt believe income should come into it in relation to a primary residence. A family home is a family home regardless.
