What sort of guarantees accompany a Crotty Judgement? Is it a 100% success rate like All Over Red Rover or have you set the bar lower?

Raymond, I expect the immigration reform bill to pass the Senate comfortably with at least 70 votes. I am unsure about the House though, will the bill pass the House? If so, when do you anticipate this to happen.
