He didnât dismiss the UN. He said that by the time Congress gets back into session and everything is debated, which he acknowleded could take a week or a month, that UN results will be avavilable and be part of the descision. But he appears pretty confident in the intel he has been given.

Syria has doesnât have a lot of oil, compared to itâs neighbours at least. Itâs estimated that they will become a net importer of oil within ten or fifteen years due to a combo of increasing domestic consumption and their own oil fields being depleted.
Rash decisions like this would never have been taken by a George W Bush led administration.
