Carrick-On-Shannon is a bizarre choice of venue for this game. With 3 games already in Croker, two teams were always going to lose out.

Would Breffni Park or even Clones have been more suitable choices?

Why? A crowd of 9,000 is roughly what you’d expect for this match so you’ll have a good atmosphere, it’s a nice town, a neutral province, on a rail line, and an easy drive, although obviously a bit easier for Laois people as it’s that bit nearer.
