The counties that definitely border Offaly are: Galway, Tipp, Laois, Kildare and Westmeath.

But that leaves two grey areas in my mind.

Offaly and Roscommon would not commonly be thought of as neighbouring counties, but I’m going to say Roscommon borders Offaly, though the entirety of the border is the Shannon and there are no bridges between the two counties. If Roscommon does not border Offaly, it would mean Galway has to border Westmeath, and I’m sure that’s not true.

Similarly in the east, one of two things has to be true and one has to be false. Either Meath borders Offaly or Kildare borders Westmeath. I would venture those four counties come very close together at a particular point. The old Dublin to Galway road goes through a few places in Meath - Enfield, Moyvalley, Clonard, and then into Kinnegad, which is in Westmeath. Then after Kinnegad the road is almost all in Westmeath but strays slightly into Offaly at one point and Offaly is always very near.

Nobody knows much about north west Kildare. Nobody has ever been there for a start. It’s a sort of twilight zone.

I’m going to say Meath borders Offaly, but it’s a short border.
