Is it possible that the Circuit Civil Court can only hear an equivalent case to it’s criminal counterpart? Hence the use of the term assault.
A rape trial, if it were to proceed, would be heard in the Central Criminal Court and as far as I am aware there is not a civil equivalent of this court.
Just a thought. Could be wrong.

A jury of his peers found him liable when a case was brought against him of sexual assault and rape. This wasnt like a car accident where you have potential culpability and a portion of blame. He either raped or he didnt. The jury found he more likely than not did. Ergo a jury who listened to all evidence have deemed him a rapist.

In a criminal case it’s guilt beyond reasonable doubt.
You do know you can be done for perjury if you lie on the stand having taken the oath in either criminal or civil proceedings?

Yeah, I kinda meant the criminal trial with the threat of jail time etc might have been taken more seriously.
