Because astonishingly the guy with the worst disciplinary record in the entire game was rewarded with the captaincy of the country with the most players of the game. And I happen to think this sends out a much more potent message about discipline than a few chaps being polite around referees.

I would far prefer to see youngsters playing soccer than rugby.
