I just think it is going too far, its a football match not a funeral. A much better solution would be for each club to appoint a person to monitor the sidelines at their home matches and any parents found to be abusive being asked to leave.
Your solution would never work. This is worth a try, nothing to be lost in it and if the kids benefit then everyone’s a winner.
Why not? You already have someone doing linesman, all they have to do if a parent is being abusive is ask them to stop and if they dont then ask them to leave. Referees can also stop the match and refuse to restart till the offending fucker has left.
What’s this about?
Basically it is address the problems of some parents who are shout abuse at the kids matches. Now they are introducing this silent sidelines to no abuse can be shouted. here is a link to an article about it.

As for giving a linesman another job, seems unnecessary. Surely its not thy difficult for parents to stfu on a sideline regardless. It’ll be good for them to learn. Your idea would never work.
