People are brought up with all types of different senses of right and wrong.
There has never been a universal code of “right and wrong”.

But in the case of the guy in Scotland, it is pretty straightforward.
Actually the opposite. Very young kids display psychopathic tendencies and it is good parenting and socialisation that removes them.
Or the Jamie Bolger case, two 10 year old children to carry out an act so heinous to sexually assault and torture a toddler, when the majority of us are 10 years of age the worst you would be capable of is booting the cat up the hole.
