Interestingly, there is still a possible scenario where a team on 14 points in the second place league doesn’t even get a play-off.

This would require all the following to happen:

Ireland (IFA) to get at least a draw in Norway
Bosnia to beat Belgium and Estonia
Scotland to beat Slovenia
A winner in the Ukraine v Croatia match
Wales and Serbia to beat Eire and Georgia respectively
Sweden to beat Luxembourg and get at least a draw in Holland
Denmark to get at least a draw at home to Romania.

Scotland look the most likely to lose out should such a scenario emerge.
