Before 1986, federal laws treated crack and cocaine the same. News coverage during that time reported a crack epidemic, according to Newsweek, stating that crack was “the most addictive drug known to man.”The Anti-Drug Abuse Act of 1986 enacted a five-year minimum sentence for a first offense of possession of at least 5 grams of crack. The same law also required possession of at least 500 grams of cocaine to reach the same five-year minimum sentence. This began the so-called “ratio sentencing;” it took 100 times the amount of cocaine as crack to earn a mandatory minimum five-year sentence.
Passage of this act immediately resulted in the prosecution of many African American males who were caught with as little as 5 grams of crack. Since these men often resided in low-income neighborhoods, crack was more readily available due to its ease of production and low price.
African Americans became the criminal targets of the crack epidemic. Most defendants in crack trials were African American while those in powdered cocaine trials tended to be Caucasian or Hispanic. In 2002, African Americans represented more than 80 percent of those charged with crack offenses.
This created racial and social disparity in the legal process that endured until the passage of the Fair Sentencing Act of 2010, which eliminated the five-year mandatory minimum sentence and increased the amount of crack necessary to result in the minimum sentence.
The CIA flooded the black areas of Miami and other cities with heroin in the early 60s. It was to raise money for black ops like the bay of pigs.
Would these be the same areas that account for a lot of the ‘black on black crime’ stats the dullards trot out while dim wittedly ignoring the obvious underlying issue.
There’s a good TV show called Snowfall which tips its toes in these waters. From advent of crack in LA projects to CIA pushing it to help fund proxy wars, it’s a decent watch.

How can we say its massively disproportionate? Men make up 95.8% of the prison population, is that not massively disproportionate?
Yes that’s also disproportionate.
It depends on how many crimes were committed by men vs women and also sentencing thereof. Same applies to the travellers
I don’t believe black people nor travellers are inherently violent in any biological sense, this line of thinking has been thoroughly discredited. I honestly don’t know enough about travellers to comment.
On African American violent crime in America, what I would say is the common reasons given of poverty, discrimination and racism, while factors, don’t really explain it fully. The poverty rate of Hispanics is 92% the rate of blacks, and yet the homicide rate among blacks is 3X the Hispanic rate. There are other black communities like Haitian Americans for example, who suffered centuries of slavery and have similar levels of poverty, but nowhere near the levels of violence.
An interesting theory is that it goes back centuries, that blacks in the south adopted the white southern male culture of violent response to petty grievances, sexual rivalries, etc. When they migrated to the north after slavery ended, they brought this behavior with them and it has persisted. Thomas Sowell calls this the “black redneck” phenomenon.

Slavery was a 300+ year war on the African American family. It permanently undermined the African-American family unit. It also taught black people that life is about domination of others through violence and force, that the people at the top of society are just the most effective criminals. “America is a thug”, said Tupac, he was right. A lot of the expressions that Americans use day-to-day today show how fundamental the slave-owning attitude is to the American worldview; “Dude, he owned you!”, etc. There is a fundamental contempt for the dignity if the human being that runs throughout American society.
America as a nation is like Windows 3.1 and Ireland as a nation is like Windows XP, or something.
