What rule is being changed, literally the first rule in the book is
1.1 The ball is in play once it has been thrown in or pucked, after the referee has given a signal to start or restart play
All players have to be outside the 20m line
2.6 All players shall be outside the 20m line until the ball has been struck
Interestingly, or maybe not, if an opponent is inside the 20m line when the puck out is taken, it should be a free from the 20 in line with where that player was standing (4.14)
If a defender is inside the 20m line, its a throw ball on the 20 (4.28)
Ultimately, it comes back to rule 1.1. The ref has to signal the restart.

Exactly. Youād see refs waving the puck-out often enough, sometimes accompanied by a short whistle, sometimes not. Slow puck-outs suit teams with premium ball-winners like Duggan and Chin but itās hilarious the two lads are acting like they arenāt being self-serving fuckers with this no quick puck-outs shite.
A referee will usually lay it out to both teams prior to the game. The general rule of thumb is quick puckouts after a wide are fine, once the ref is in a decent position to see the play. After a score heāll generally tell goalies to wait for the signal as he has to record the score and he will be slower getting back into position.
Positioning is key. The ref should never be more than 15-20 metres from the play where feasible. While Tyler Walsh did well last Sunday there was one puckout allowed that went long to an unmarked Darragh Fitzgibbon, who put it over the bar. My point is that had Fitzgibbon decided to take on the defence and go into contact, Walsh would have been hopelessly positioned to make a judgment on any possible foul.
