According to The Age, the refusal is based on a pure point of principle (recovery doesnāt count) and the various authorities there are blaming one another.

Anyone whoās ever driven over the bridge will know its not for the faint hearted. 7 lanes of traffic moving in opposite direction with no central median strip. Add in the train and bus lane and thereās a lot happening. Certainly not for the novice driver and this wonāt be the last time this happens.
Sounds simplistic but replace the middle lane with a permanent green reserve. Alternatively, lower tolls on the harbour tunnel. Alternatively, cycle to work (@Little_Lord_Fauntleroy ).
