would raise massive red flags to me. A €100m budgeted program with no advertisement and under a negotiation that ends up being €285m is some fuck up. The storage and site conditions sound like an excuse making exercise to justify the fuck up.
Large scale housing developments (outside the pale) would typically cost anywhere around €300k per unit including all fees and profit etc for a developer, so for the OPW to have a modular unit at €436 is some waste of money in an effort to speed things up.
