The recovered statistics seem extremely low. What are the basis for their calculation?

Do they cover:

  • Only people who tested positive and were in ICU who have fully recovered
  • Only people who tested positive and admitted to hospital who have fully recovered
  • Everyone who tested positive and who have now fully recovered

If Ireland is hitting 60 deaths a day, that is more of less what the peak Italian rate has been per population.
