1. Donnelly and Martin are not allowed to speak anymore
2. The plan will contain a number of asterix which preclude Dublin from legislation
3. Pubs in Dublin can open in stage 2 or stage 3 but not in this stage 2, or that stage 3

No, it’s not actually possible to get to level 1. Neither can anyone go to level 5. It’s just a three and half stage plan really
