Just a small sample of neglect… They hired a top IT consultant around 2013 to evaluate where they were and where they needed to go… A Strategy if you like. There were a number of key projects highlighted and the vast majority of them never got past pilot stage. Funnily enough it seems they managed to get more done in the past 6 months than in the past 6 years.
You can roll out a pilot project in a hospital where you get local ownership at the top… Getting that ownership/resources in every hospital is another day’s work.

They want to blame people for the virus. People who visit relatives, celebrate county finals, people who protest (certain things) and people who travel to different counties.
Has anyone looked at the rate at which people of different age groups go from contracting it to hospital? I have it in my head that it is an average of 2 weeks (one week average incubation and one week symptomatic).
I would assume though that age groups differ on it.
