Yer going to have to try a little harder here Billy more research is needed before you will know anything about any of this im afraid,unused CAP funds can only be used within the Irish agricultural sector,it cant end up in the pockets of you tracksuit wearing cornerboys under EU law,theyre distibuting it as they see fit within the agricultural sector,its EU money.Are you grasping any of this?,probably not.
