Breeders need tighter controls and inspection. Anyone advertising pups for sale should get a knock on the door and be inspected.

Well it’s a lesson in animal instincts, the lab us the ultimate companion dog, wants to do everything with me, not greatly interested in other dogs and will never run away from my call, just loves being with me/us
The terrier is a super dog but her instincts are to hunt and dig etc, if she has a scent she doesn’t give a shit about me
Then you’ve those fancy dogs like Mikes above, you’d be as well off with a cat,

I dont think ive ever see a dog warden. Do they exist?

I refer back to my resources comment. A warden wears many hats eg dogs litter etc.
In fairness to our local guy he does his best but he has no where to bring or house strays. The rescues are over capacity. That’s why I say there needs to be tougher measures and possibly unpalatable action taken to get control of the problem.
