A collision only helps Verstappen - you are making zero sense.
Mad with all the advances in communications over the years you still have a driver that has been told to cede a position to the fella behind him and that fella behind him has no idea that this is happening. They may as well go back to lads waving different coloured flags at the side of the track.

In slight mitigation of Hamilton it can be difficult in F1 to judge the approximate speed a car in front of you is travelling at. Look at the numerous near misses that take place in qualifying between those on hot laps and those on out laps. Still, it was clumsy from Lewis although Max was clearly trying to prevent Hamilton overtaking by any means possible but hoping to avoid censure by the stewards.Collisions like that are often deemed to be just racing incidents.

Yes, AFTER slowing significantly to allow Hamilton to pass him on the inside where there was significant room to do so, an opportunity Hamilton chose not to take.
The stewards added that while they accepted that Hamilton could have overtaken Verstappen when he first slowed, they “understand why he (and the driver of Car 33) did not wish to be the first to cross the DRS. However, the sudden braking by the driver of Car 33 was determined by the Stewards to be erratic and hence the predominant cause of the collision and hence the standard penalty of 10 seconds for this type of incident, is imposed
