GAA Special Congress

Five motions will be voted on during GAA Speical Congress on October 19 at Páirc Uí Chaoimh.

The first motion deals with the structure of All Ireland Senior Football Championship.

It is proposed that a Tier Two competition be introduced for all National League Division 3 and 4 Counties excluding counties that are qualified for their respective Provincial Championship Finals in the competition Year and the previous year’s Tier 2 Championship Winners, if still a National League Division 3 or 4 county.

Other motions to be debated include the ‘Advanced Mark’ which is being proposed by Ard Chomhairle/Standing Committee on Playing Rules.

Motion Four deals with the introduction of a Sin Bin for a Black Card offence.

While the last motion is about amending the kick out rule in Gaelic Football.

MOTION 1
That Rule 6.28(A), Official Guide 2019 be amended to read:
All-Ireland Senior Football Championship - Tier 1 (Sam Maguire Cup).
(i) Provincial Championships
No change from current Rule
(ii) All-Ireland Qualifiers

Counties Participating
The following Counties shall be eligible to participate in the All- Ireland Championship
Qualifiers:
(a) The National League Divisions 1 and 2 Counties excluding the four Provincial
Championship Winners in the Competition Year.
(b) Any League Division 3 or 4 County that has qualified for its Provincial Championship
Final in the Competition Year.
© The previous year’s Tier 2 Championship Winners if not already qualified for a
National League Division higher than Division 3. (Applicable from year 2021)
(Note to Special Congress – A clarifying provision based on the outcome of Motion 2 is to be
inserted here.)

Preliminary Round
A Preliminary Round shall be played to reduce the number of teams to eight.
The Preliminary Round shall be confined to Counties that have not qualified for their Provincial
Championship Semi-Finals in the Competition Year.
Byes are permitted in the Preliminary Round Draw where an uneven number of teams are
involved.
Round 1
There shall be four pairings.
An Open Draw shall be made to determine the pairings.
Round 2
Each of the four defeated Provincial Championship Finalists shall play against one of the four
Winners from Round 1.
An Open Draw shall be made to determine the pairings.

(iii) All-Ireland Quarter-Final Group Stage
As in current Experimental Rule.
(iv) All-Ireland Semi-Finals
As in current Experimental Rule.
(v) All-Ireland Final
Venues for Tier 1 Games
Home Venues shall be used for the Preliminary Round and Round 1 games of the All-Ireland
Qualifier Series, with the first team drawn having Home Advantage.
Venues for Round 2 shall be determined by the Central Competitions Control Committee.
Tier 2
Counties Participating
The following Counties shall be eligible to participate in this Championship:
All National League Division 3 and 4 Counties excluding the following:

  • Counties that are qualified for their respective Provincial Championship Finals in the
    Competition Year.

  • The previous year’s Tier 2 Championship Winners, if still a National League Division 3 or
    4 County
    (Applicable from year 2021).
    (Note to Special Congress – A clarifying provision based on the outcome of Motion 2 is to be
    inserted here.)
    Format
    The Championship shall be played on a knock-out basis.
    Round 1 and the Quarter Finals shall be organised on a geographical basis with Northern and
    Southern Sections.
    The Central Competitions Control Committee shall decide on an annual basis which Counties
    shall be included in each Section.
    The Draws shall be conducted by the Central Competitions Control Committee.

    Round 1
    Where less than sixteen teams are involved, Bye(s) shall apply.
    This Round shall be played to reduce the number of teams to eight.
    Quarter-Finals
    This stage shall be comprised of the Winners and any Bye Team(s) of Round 1.
    The Winners of the four pairings shall qualify for the Semi-Finals.
    Semi-Finals
    An Open Draw shall determine the two pairings.
    Final
    Venues for Tier 2 Games
    Home Venues shall be used for Round 1 and Quarter-Final games, with the first team drawn
    having Home Advantage.
    The Venues for the Semi-Finals shall be determined by the Central Competitions Control
    Committee.
    Scheduling for Tiers 1 and 2
    Qualifier Games shall be played on Saturdays/Sundays as deemed appropriate by the Central
    Competitions Control Committee, but the Schedule of Games shall avoid conflict with the
    Provincial Championships schedules (including Replays) and shall also allow sufficient dates for
    Club Championship fixtures. Consideration shall be given to the dual involvement of Counties
    in both Hurling and Football, and, where feasible, avoid the same weekend.
    Provincial Runners-Up shall be allowed, were feasible, a thirteen-days gap between their
    Provincial Final and their participation in the All-Ireland Qualifier Series.
    All Games in each Round of the All-Ireland Qualifier Series shall be played over not more than
    two consecutive weekends, save in exceptional circumstances.

MOTION 2
Options on Sections “Counties’ Participation” for insertion in proposed amendments to Rule
6.28 (A), Official Guide, as referred to the in the Notes in Motion 1.
OPTION 1.
“Tier 1 – The composition of the respective Divisions of the National League referred to in (a),
(b) and © above shall be on the basis of the composition of these Divisions of the National
League as played in the Competition Year.”
“Tier 2 – The composition of the respective Divisions of the National League referred to above
shall be on the basis of the composition of these Divisions of the National League as played in
the Competition Year.
Note to Special Congress – In this Option 1, the compositions of the Divisions of the National
League will be on the basis of the outcomes, including those of Promotion and Relegation,
determined in the National League in the year prior to the Competition Year.

Note to Special Congress – In this Option 2, the compositions of the Divisions of the National
League will be on the basis of the outcomes, including those of Promotion and Relegation,
determined in the National League in the current Competition Year.
Thus, the two counties promoted from Division Three in the competition year will be eligible for
Tier 1, and the two counties relegated from Division Two in the competition year will be eligible
for Tier 2, unless otherwise provided for above.

MOTION 3
THE ADVANCED MARK
Amend Rule 2.12 Mark - Rules of Football – Official Guide 2019 (Part 2) as follows:
(1) 2.12 Mark
The Referee shall award a Mark in either of the following circumstances:
(i) When a player catches the ball cleanly from a kick-out, without it touching the
ground, on or past the 45m line nearest the kick-out point.
or
(ii) When a player catches the ball cleanly on or inside a 45m line from a kick in play
(i.e. not from set-play) delivered by an attacking player on or beyond the
opposing team’s 45m line, that travels at least 20m and without it touching the
ground.
(2) In Section (a) Free-kick
(i) The first paragraph to read:
The player shall signify to the Referee if he is availing of the free-kick by
immediately raising his arm upright and then taking the kick himself from
the hands. The free kick shall be taken from the point where the Mark is
awarded except in the case of a Mark awarded to an attacking team inside a
13m line when the free shall be taken from the point on the 13m line
directly in line with where the Mark is awarded.
(ii) In the second paragraph amend
“5 seconds” to “15 seconds”
(iii) In the third paragraph:
• In third line amend “10m” to “13m”
• In final line add the words “up to opponents’ 13m line”
(iv) Amend final paragraph to read:
If the Referee determines that the player who makes the Mark has been injured
in the process and is unable to take the kick, the Referee shall direct the player’s
nearest team mate to take the kick, but this may only be allowed in exceptional
circumstances.
A score may be made from a free awarded for a Mark.
No other change to the wording of the existing Rule is proposed.

MOTION 4
SIN BIN
(1) Amend Rule 1.2(ix) (d) - Rules of Control – Official Guide 2019 (Part 2) as follows:
(d) To order off, for ten minutes in a Sin-Bin, a player who commits a Cynical
Behaviour Foul/Infraction by taking his name and showing him a Black Card,
provided the player has not committed a Cautionable Infraction (Yellow Card)
previously in the game.
If on resuming play, the player commits a further Cynical Behaviour
Foul/Infraction, he shall be ordered off by showing him a Black Card, followed by
a Red Card.
The time period in the Sin-Bin shall be of 10 minutes duration, irrespective of
delays.
The ten minutes shall traverse normal time (which includes additional time) and
Extra Time, if played.
Rules affected: Rules 1.2(ix)(e) and 4.1, Rules of Control; Rules 2.4(i) and (iv), 2.6 Rules of
Specification; Rules 5.10 – 5.14 inclusive, Rules of Football.
(2) Amend Rule 2.6(a) - Rules of Specification – Official Guide 2019 (Part 2) as follows:
(a) Any fifteen players may start Extra Time.
Exceptions
(i) As provided in (b) and (d) below.
(ii) A player in receipt of a Black Card and ordered to the Sin-Bin for ten
minutes with less than ten minutes remaining in normal time shall be one
of the fifteen players but shall serve his remaining time in the Sin-Bin in
the Extra-Time.
(3) Add to Rule 4.1 – Duties of Sideline Official - Rules of Control – Official Guide (Part 2) as
follows:
(f) To monitor and control the operation of the Sin-Bin.

Rules affected: Rules 1.2(d)(e), Rules of Control; Rules 2.4 (i) and (iv), 2.6,
Rules of Specification; Rules 5.10 – 5.14 (inclusive), Rules of Football.

(4) Amend Rule 2.4 The Players - Rules of Specification – Official Guide (Part2) as follows:
(i) The maximum number of substitutions permitted during the playing of normal
time shall be five.
(ii) No change proposed.
(iii) No change proposed.
(iv) A Substitution is not allowed in the case of a player ordered off except as
permitted by Rule 2.6(d), Rules of Specification.
(v), (vi) and (viii) No changes proposed.

Rules affected: Rule 1.2(ix) (d) and (e); Rules 5.10 to 5.14 (inclusive), Rules of
Football.
(5) Amend Rules 5.10 to 5.14 (inclusive) - Rules of Football – Official Guide 2019 (Part 2) by
altering Penalties to read: Order the offender off by showing him a Black Card.
(i) Order the offender off for ten minutes in the Sin-Bin by showing him a Black Card.
Exception:
If the offender has previously in the game received a Yellow Card for committing
a Cautionable Infraction, he shall be shown a Black Card, followed by a Red Card,
and ordered off for the remainder of the game, including any Extra-Time when
played.
(ii) If, on resuming play after serving ten minutes in the Sin-Bin, a player commits a
further Cynical Behaviour (Black Card) or Cautionable Infraction (Yellow Card)
Infraction he shall be shown a Black or Yellow Card, as appropriate, followed by a
Red Card, and ordered off for the remainder of the game, including any Extra-Time
when played
Penalties listed in (iii) in current above Rules to be unchanged.
Rules affected: Rules 1.2(ix) (d) and (e) and 4.1, Rules of Control; Rules 2.4 and 2.6, Rules
of Specification.
(6) Amend Rule 7.2 Category II - Penalties – Official Guide 2019 (Part 1) as follows:

Penalties:
(i) Fixed Penalty for 1st Infraction – the offender shall serve ten minutes in the Sin-Bin.
Exception:
If the offender has previously in the game received a Yellow Card for committing a
Cautionable Infraction, he shall be debarred from playing for the remainder of the
game, including any Extra-Time when played.

(ii) Fixed Penalty – If on resuming play after serving ten minutes in the Sin-Bin, a player
commits a further Cynical Behaviour or a second Cautionable Infraction, he shall be
debarred from playing for the remainder of the game, including any Extra-Time
when played.
(iii) Fixed Penalty for an accumulation of three ordering-offs for Cynical Behaviour or
Second Cautionable Infractions committed in the same year in the National Football
League, the Inter-County Senior Football Championship or in a combination of both
Competitions:
A One Match Suspension applicable to the next game in the combination of the
National Football League-Inter-County Senior Football Championship, even if that
game occurs in the following year.
The serving of the ten minutes in the Sin-Bin shall not count as an “ordering off”
under this provision of Rule.
The above Penalties shall be noted under ‘For Information Purposes Only’ after Category
II Infractions in Official Guide Part 2, 2019.

MOTION 5
KICKOUT FROM 20m LINE
(A) Amend Rule 2.7(a) - Rules of Football – Official Guide 2019 (Part 2) as follows:
(1) In first paragraph amend the words:
“from the 13m line and within the large rectangle.”
to read
“from the centre point of the 20m line and shall be kicked forward.”
(2) In second paragraph amend the words:
“shall be outside the 20m line and 13m from the ball until it has been kicked.”
to read
“shall be outside the 20m line, outside the semi-circular arc and 13m from the ball
until it has been kicked.”
(3) No change to the third and fourth paragraphs.

(B) Amend Rule 4.14, Rules of Football – Official Guide 2019 (Part 2) to read:
“To be inside opponents’ 20m line, inside the semi-circular arc or nearer than 13m from
the ball until a kick-out is taken.
Penalty – Free-kick 13m more advantageous than place of original kick-out.”
© Amend Rule 4.28, Rules of Football – Official Guide 2019 (Part 2) to read:
“To be inside own 20m line (except as provided in Rule 2.7) or semi-circular arc when
one’s team is taking a kick-out.”

Nothing there on when and where the tier semi and final will be played.
That will be crucial if it goes ahead

Why are they using the league as the reference point for the two tier championship? Pretty much stinks of ring fencing to ensure that the top sides will never have to compete in the second tier. Even with a tier two, sides will continue to be apathetic to it as the barrier to entry into tier 1 will still be out of reach for more than half the sides in it and a good proportion of teams who win tier two will most likely yoyo between the two.

Why not use the provincial championships to decide it? Would at least mean that all teams enter the championship on the same footing.

8 provincial finalists go into top tier all ireland
the 16 sides who don’t make the provincial semi finals go into a qualifier draw. 8 losers go to tier two, the 8 winners of this round play the 8 provincial semi final losers. The 8 winners of this round join the provincial finalists in tier 1 that year and the 8 losers join the first round losers in tier 2. Play straight knockout from there with provincial winners seeded til the semis.

Make the qualifiers open draw and give the smaller counties a realistic shot of making tier 1 for the year with the right draw. By the same token a bigger county could well be in tier 2 if they have a bad run of it.

Whole thing resets year on year.

Limerick/Wexford/Longford et al winning a couple of qualifiers and getting to a last 16 of the tier 1 competition once a decade would create a hell of a lot more buzz than if they were to reach the tier 2 semi finals every few years

I don’t like that the sinbin is for ten minutes “irrespective of delays”.

That’s just asking for it to be abused.

I think the sinbin is more of a disincentive to reduce cynical play than the black card and is a good idea.

Be some craic trying to sort it out at a club game where you’ve a few lads in the bin at the same time, but going in at different times. Some refs at that level struggle to write down the scores, let alone that. But shur fuck it, give it a whirl.

Between the sin bin, advanced mark and waiting for a keeper to walk out to the 21 to take a kick out is only slowing down the game more.

Which is why they need the countdown clock

Ideally with Rachel manning it.

whatever about the mark being brough in making it more Aussie Rules, the one rule I would take from Aussie Rules is that you can restart the game (ie frees, sideline etc) by any means you want. ie just play on, handpass, run etc without having the need to kick to restart and getting the opponent to go 13 metres back.
