Essentially it is aimed at doing away with âpuppy farmsâ by placing a charge on any person that keeps more than four bitches over the age of six months on their premises. I donât know what the charge is exactly but it is a couple of hundred a year in addition to other costs associated with doing up your kennels to comply with new guidelines on space and ventilation etc.
This is all good and well and nobody is objecting to doing away with these âpuppy farmsâ, however the Greens refuse to exclude greyhounds from the legislation which has been regulated for years and has itâs own legislation. What this will do is drive the final nail in the coffin of the small greyhound man who breeds say one litter a year. If he has a litter containing say three bitches and is unable to sell them as pups or wants to rear them to a year old before selling, then in addition to their mother he will have four bitches on his premises and will be subject to these fees, even though it is ludicrous to suggest six month old bitches will breed. Also a man with a few racing bitches in his kennels, with no intention of breeding off them, will also be considered a breeder and will have to pay fees.
The majority of these men wonât be able to afford this and it will drive them out of the game. It is an attack on the greyhound industry at grass roots level as in the long term the Greens want greyhound racing finished.

They donât need further regulation by the Ringsend carrot eaters who cruelly coup their dogs up in their âtwo up two downâ gaffes yet have the brass neck to tell others theyâre not looking after their dogs right.
An address to all greyhound racing patrons on Saturday night by IGB Chairman Dick OâSullivan.
â90 per cent of our already registered breeders of greyhounds in Ireland breed three litters or less each year.
They do so in homes and on farms, and would consider their involvement to be that of a hobby as opposed to a full commercial breeding operation. They are already subject to inspection and are happy to be so on the basis of chasing their dream of one day breeding a Derby runner. If they are included in an unnecessary and duplicate licensing and inspection regime, many will simply stop breeding greyhounds.
âWe cannot sit back and allow that to happen. We are a highly respected and well regulated industry with the welfare of our dogs at the heart of the matter. This has been ignored by this legislation which is why there is such anxiety among rural communities which rely on the 11,000 jobs which the sport supports.
âBreeders are perfectly happy to be registered and inspected and have been for over 50 years. To have to pay twice and be subjected to dual process at a time of todayâs economic hardship would be too much for most. Only the biggest would survive and the diversity on which the sport thrives would be lost forever.â
âAll we ask is that the elements of the Bill, as they apply to Greyhounds, be introduced as additional regulations in our existing legislation. This would ease the burden without undermining at all the proper intent of the Bill to outlaw puppy farming.â
In a statement issued this morning, Adrian Neilan, Chief Executive of the IGB, states:
âOur elected representatives have the fate of the greyhound industry in their hands this week. They need to know the stark reality if they get this wrong.
âIf greyhound breeders are included in an unnecessary and duplicate licensing and registration regime they will simply stop breeding. This will lead to a rapid shrinking of the sport, the likely closure of stadia and the loss of potentially thousands of jobs. The alternative of introducing regulations to the existing legislation is simple to implement and much more effective. There is still time to resolve this ahead of a DĂĄil vote.
âThe Bill is intended to outlaw puppy farming which we all support. As written though, it will introduce duplication of fees and registration for Greyhound breeders who, alone among dog breeders, are already regulated under law via the Greyhound Industry Act of 1958. The principle of the Bill is understood but the technical detail is poorly drafted and will lead to the effective destruction of this great industry in Ireland.â
Itâs a madness bill. It is akin to bringing in a bye law to protect ponies in Ballymun and it unwittingly causing a knock on effect at the National Stud. Idiotic, bad law and utterly ridiculous.
