Unlikely Iā€™d say. The plane crashed in Syria though so it must have been fairly close to the border when they shot it down.

My favourite part from the report was this bit

A Turkish government official could not confirm the report but a statement from Prime Minister Ahmet Davutogluā€™s office said the Turkish leader spoke with Turkeyā€™s military chief and foreign ministry about the incident.
It said Davutoglu would start ā€œinitiativesā€ within NATO and the United Nations.

God help the aide who arrived in to say ā€œMr Prime Minister, President Putin is on the other lineā€¦ā€

If the Russian plane was shot down by turkey over Syrian airspace, then it would appear to be an attack against the Russians by turkey.

russia was being too effective in bombing the IS in Syria. Turkeys cheap oil supplier was being cut off.
