Unlikely Iād say. The plane crashed in Syria though so it must have been fairly close to the border when they shot it down.

A Turkish government official could not confirm the report but a statement from Prime Minister Ahmet Davutogluās office said the Turkish leader spoke with Turkeyās military chief and foreign ministry about the incident.
It said Davutoglu would start āinitiativesā within NATO and the United Nations.

If the Russian plane was shot down by turkey over Syrian airspace, then it would appear to be an attack against the Russians by turkey.
russia was being too effective in bombing the IS in Syria. Turkeys cheap oil supplier was being cut off.
