The bottom line is a company who operated the routes are unhappy because they lost out under a Public Tender process, which I am sure was advertised on Etenders and possibly OJEU.
From my experience it would be extremely difficult to manipulate the process and of course Aer Arann have the right to appeal if they feel anything untoward was going on.
I dont know enough about this particular case. However it is not always the case that the lowest tender wins. General agreements such as service levels, Kpi, and all that shit have to be submitted as well. Sometimes the lowest tender will not be able to adhere to these requirements and will subsequently not get the gig.
Now it could well be that the minister in question did not have any option but to go ahead with the tender process. However from a purely political perspective it was shit timing

In this instance price was 20% of the available marks, qualitative criteria made up the other 80%. The winning company were referred to as the preferred tenderer.
Aer Arann lost a competitive tender and have a mechanism for appeal if they feel something is wrong with the process.
