They would have definitely wanted him. It’s very usual. Epl clubs always lose their best foreign players eventually. City have never lost one. There’s definitely money being handed over outside of the contracts.

Barca or Real never really wanted Aguero. Real had Ronaldo who Benzema was a perfect foil for and Suarez was better and Barca went for him

Aguero wouldn’t go to Real due to his time at Atletico. And it was thought he couldn’t play the high energy style Barca looked for, he struggled badly at the start under Guardiola.
