Do Munster and Leinster sign their own players or is it done centrally and dispersed to the provinces?
There’s a number of players on central contracts in which Schmidt fucked over Munster in the best interests of Ireland. The rest then are signed up to the provinces with an irfu stamp off approval.

Letting Ryan and Zebo go was dumb.
It suited Ireland as they saved a few pounds but both neither of their replacements happened to be from Munster. James Ryan was ear marked to replace Ryan and they were happy to let Ryan go. It obviously hit Munster really hard but didn’t have a huge effect on Ireland.
