For what it’s worth the best views of Manhattan are from the River Cafe in Brooklyn. Gorgeous restaurant if you are thinking of proposing.

There’s a hotel beside it with a rooftop bar called Harriet’s that’s got lovely views too.
On my next visit to NY I may base myself in Brooklyn. Manhattan is gone awful run down.
