In the Club game thats not always the case. If the home team are happy to change, then one change is sufficient. However if both teams are cranky cunts, the rule is both change, to safe the hassle.
Hence how back in the day, we all have worn hated rivals jerseys (and most likely robbed one or two also).
Club league games run by any old rule but championship has both to change. We had a full on protest before a game last year when opponents did not change
Like I said, cranky auld cunts. In recent years clubs will have a second set anyway, so its not as much of an issue.
