While they had fewer deaths than most of Europe, they had way way more than the other three scandies (can you say scandies? I think it’s fine). So anyway it’s not so easy to place where the truth lies.
Every country in Europe has had far far more deaths than Norway and Finland. Closing borders and strict control of entry actually worked if it were done early enough. Once the virus was in and widely circulating it was game over.
