For me, it’s so vague at at the moment that it never could be implemented.
I think a flat 2 second (or 3 second at an absolute push) rule would help massively.
Pretty much every coach in the country encourages players to “take your steps” and of course they should; they would be mad not to with the way it is reffed at the moment. Why would you fuck yourself over?
I completely agree with you. But what distance would an intercounty player cover running onto a handpass at full pace with 2 seconds to carry the ball - 15 metres? Hop it on his hurl and he has another 15 metres. I don’t see why a time limit would be easier ref than a steps limit but you usually have the more sensible views on here so would be interested in you fleshing that out.
For all the things they try to put an emphasis on refereeing at the start of a season, they have never actually clamped down on steps. Maybe try that before all the other convoluted schemes
It would obviously have to be trialled but the reason for the change is more of a mindset thing; what happens now is a player runs, someone roars “steps” and then the ref starts counting. Because it’s not a natural thing to do.
Where you could potentially cover even more ground in 2 seconds; in your head, it feels like a shorter time and you’re less likely to give that additional benefit of the doubt.
We’ve done it in training a few times where you tell the players they only have 2 seconds in possession and there is a noticeable change in how they go about things, they are pretty much immediately looking to move the ball. Maybe that would change if it became the standard but I think we have to try something.
Problem will be if there’s one or two controversial calls, the blowback in the media would be huge.
