The cost has “grown” from an initial estimate of €12m to €25 million. How do they continuously manage to get the estimates so wrong for the publicly funded projects and how do they manage to continuously get away with it

It ain’t miss managed, it’s massaging the figures early doors, otherwise its would never get through feasibility stages.
All councils do it, once it’s publically announced then you start leaking the real figures. Too late to stop it.
They did it with the children’s hospital but everyone’s on NDA’s
