He had been escalating matters in 'Nam and supported a coup beforehand. Now there’s divided opinion on whether he would have escalated it like LBJ did, but there were a number of events subsequent to 1963 which led to that too.
People look at the Cuban Missile Crisis like it was a clear sign that he was more of a dove on foreign policy. Well naturally he didn’t want nuclear war and warheads on his doorstep, but he was in favour of US intervention to stop the spread of communism. He also consistently voted in Congress for extra military spending after World War II.
