This verdict by the HSE would appear to kibosh the championship
There is something funny about this story. Either Offaly got misinformed by someone in the HSE or they are not being completely honest about levels of contact. If the HSE have changed the close v casual contact guidelines without telling anyone then all sports in Ireland would have to close down.

The situation urgently needs clarification from the HSE before the championship starts.
Is the latest policy that teams can train and play but if one person tests positive then all panel members are deemed close contacts. Should be a pretty easy yes or no answer to that.
