Peace and reconciliation commemorations of this nature typically only take place in post conflict, peace times.

I’m not a spokesperson for what you refer to as the British State (whatever that is). Liverpool is a very pro Unionist city and the Prime Minister of the day (who along with Albert Reynolds brokered the ceasefire in 1994) in his wisdom appears to have felt it inappropriate at that time to commemorate a most unfortunate and tragic event in Irish history when criminal terrorists purporting to act on behalf of the whole island of Ireland and to be the legitimate government of Ireland were back waging their war of terror in the UK.

Do they not currently govern a portion of the Island and have responsibility to a large portion of that population who identify as Irish? - Not even bringing up the fact that they ruled the whole Island at the time - but what about the descendants of Unionists left behind, like @Locke? and of course out of courtesy for the hundreds of thousands of men and women who served in the Tan armed forces during WW1 + 2 … and any other number of reasons… particularly reconciliation … but you tans are ignorant of your history and not mature enough to go there.
