Rammers got unlucky apparently. The van the prisoner was travelling in was switched(by chance) before to a much bigger, heavier van.

He was a sort of nasty version of Bart Simpson. His brother was a fine shot stopper, but was ultimately beaten by a shotgun blast to the head. But this shot stopping ability has rubbed off heavily on the Canary.
