This seemingly sensible or moderate view is of course against international law. A genuine asylum case isn’t something that anyone should be rejecting on the grounds of “the country being full.” It’s untrue, immoral and selfish.
We have obligations under the Geneva Convention and under EU law and EU policy that we should be meeting. A more mature or sympathetic society might welcome the chance to offer protection to those “genuine” cases you’re mentioning.
But regrettably many people opt for mealy mouthed statements like the one above which amount to basically vetoing any refugee’s rights, lest they inconvenience the selfish minded who would rather ignore human suffering.
