I spoke about this with colleagues in the US, big hockey fans, they said that neck guards are beimg grandfathered in with kids, anyone under 20 now would have always worn them. Very similar to the mandatory requirements of helmets in hurling. The correct way to make a big controversial change to a sport for the right reasons
