Whether or not Fredo was a threat was not relevant, he had to go. Fredo bit the hand that fed him when he made the deal with Roth and Johnny Ola. Michael would have been 100% to have killed him in Havana or even in the poolhouse when he returned to Tahoe, but mercifully didn’t out of love for his brother. He spares him for a time, allowing him to say goodbye to his mother and bond somewhat with his nephew. Ultimately though Michael’s ruthless business side wins the tug-of-war in his mind. Michael’s credibility would have been in tatters if he had spared his brother, no rival or associate would have taken him seriously as a leader. Much like when Tony Soprano had to order the hit on Vito Spatafore, or the Keyser Soze story about his family being held hostage in The Usual Suspects, a criminal leader must do what his rivals would not, do what is hardest and do what is most shocking. The Godfather II is about Michael’s transformation into a calculating, monstrous Mafia Don who puts business over all, and in the context of such, killing Fredo was the only option on the table.
