Most attics are ‘insulated’ I would suggest. However, most attics are not sufficiently insulated.
300mm of Rockwool/Fibreglass would be todays minimum standard. A lot of attics out there with 100mm.
Anything with a D rating or below would be highly likely to have insufficient attic insulation. (Sample map here)
