You or I never mentioned specifically the Champions League and we’re talking about the overall strength of leagues so I obviously assumed we were discussing both

in the last 20 years, both leagues are very, very far ahead of anything else. Each league will have 3-4 year cycles were their respective clubs outperform the others. The EPL has outperformed La Liga for 2 years running. I see no reason this will change for 2-3 years.

Champions leagues in the last 20 years. Spain = 10 and England = 4.
Spain won European and world cups in 08, 10 and 12. Where the vast majority of the players were solely picked from la liga.
