They should legalise it to take the stigma away from it.
People for decades were forced to go into the shadows because of the stigma that goes with it. While in the shadows they were exposed and became accustomed to the drug culture and all sorts of drugs.
It should be legalised, only the fools will be drawn to it.
They should leave the users alone and start arresting the plants
Plant the users head first and see what grows out of their arse.
