McCarthy has 4 years and 2 all irelands before Fenton made his debut. My case for McCarthy is the best player over a decade of football. The only criteria I didnt meet set out by @Fulvio_From_Aughnacloy is that he is not from Ulster.

I love it when I’m watching Dublin games in Dublin pubs and when McCarthy gets on the ball, all the Dublin fans be saying 'ah jaysus, his auld fella was some player".

His aul lad was bang average. I think he is the only one of that Dublin team without an All Star. A nailed on Hall of Famer when it comes to drinking pints and getting in scrapes though.
