the difference in rankings between IBF, WBO,WBA and WBC are unreal … Lee isn’t even in the top 15 in two of them… how do they decide or is it just whatever PPV channel covers the particular rankings?..

They vary in importance throughout the weights. The lighter weights WBC is the big one, for a long time the Heavyweight one to have was WBA.
